Project Description
The San Diego Police Department (SDPD) implemented a system called
Criminal Records Management System (CRMS) to “significantly
improve the [department’s] crime and arrest processing…”
CRMS captures key reports as they are generated in the field and
immediately routes them for approval and investigation via email.
The system takes full advantage of SDPD’s electronic document
generation techniques while providing for the capture and storage
of paper documents such as investigators’ files. Document storage
on magnetic and optical media is managed by FileNET’s Panagon
Image Management software.
CRMS is based on Microsoft technology, including: Windows NT clusters
for high availability, Exchange and Outlook for email and workflow,
Internet Explorer and Internet Information Server (IIS) for the
presentation tier, Microsoft Transaction Server (MTS) for the business
rules tier, and SQL Server for the data server tier.

IDA’s Role: IDA was contracted to
provide instructional design services.
IDA designed and developed seven separate training courses over
a 6-month period. Each course consisted of an instructor’s
manual, student’s manual, and overhead materials.
The courses were delivered to SDPD trainers in train-the-trainer
sessions. The trainers, in turn, were responsible for delivering
the course material to the department’s police officers, investigators,
crime analysts, records staff, and system administrators.
