Project Description
Texas Parks and Wildlife implemented an online recreational and
commercial hunting and fishing licensing system to replace their
existing online system. This system was deployed to approximately
3,000 licensing agents throughout the state of Texas.
The system was implemented on two platforms: a point of sale (POS)
device using a proprietary operating system, and a PC version with
internet accessibility using the Windows 98 operating system. Both
platforms included hand-held scanners for data collection and license
printers.

IDA’s
Role: IDA was contracted to develop the training for both platforms,
and user documentation for the POS platform.
IDA provided the following for the POS platform:
- A 90-minute training video covering all licensing, administrative,
and hardware setup tasks
- Agent’s training manual with hands-on exercises for in-class
practice and additional “on your own” exercises to
use with the system’s training mode
- Instructor’s training manual with added instructional
guidelines and comments
- User’s guide
- Quick reference card
IDA provided the following for the PC platform:
- Computer-based training on CD-ROM for self-paced instruction
IDA’s responsibilities for rollout included:
- Scheduling of over 3,000 licensing agents for a full day of
instructor-led training
- Setting up over 25 training sites for the 3-week training cycle
- Contracting with 12 instructors to provide agent training
- Conducting a train-the-trainer session prior to rollout to
ensure application knowledge and standardization of delivery
- Providing a summary evaluation at the end of training
