Washington Department of Fish and Wildlife

Project Description

Washington Department of Fish and Wildlife (WDFW) implemented an online recreational and commercial hunting and fishing licensing system to replace their manual entry process. This system was deployed to over 1,300 WDFW licensing agents throughout the state of Washington.

The system was implemented on a point of sale device with a 5-inch monitor and license printer, using the Windows 98 operating system.

IDA’s Role: IDA was contracted to develop the training materials for this system.

IDA delivered the following:

  • Training manual with hands-on exercises
  • Certification exercises to ensure that each agent was competent in the use of the system

Course content covered licensing tasks such as selling, voiding, and replacing licenses; administrative tasks such as authorizing users, setting user permissions, and running reports; and technical tasks such as configuring the POS device and printer.

IDA’s responsibilities for rollout included:

  • Scheduling of over 1,300 licensing agents for a full day of instructor-led training
  • Setting up over 20 training sites for the 5-week training cycle
  • Contracting with 8 instructors to provide agent training
  • Conducting a train-the-trainer session prior to rollout to ensure application knowledge and standardization of delivery
  • Providing weekly status reports on attendance and course evaluations
  • Providing a summary evaluation at the end of training
